As a member of the Illinois General Assembly, Representative Leitch has passed numerous bills that have become law. He has been an advocate for mental health and disabilities issues in Illinois. But he has also been an advocate for his constituents and has proposed many of their ideas before the Illinois General Assembly. Since the very first bill he passed that became law on July 10, 1986 (Public Act 84-1156) to appropriate funding for the Pollution Control Board, Representative Leitch has served the community by working with local constituents and agencies to help whenever and wherever he could.
