One idea a constituent offered was the new driver sign. As the mother of a new driver, she worried about his safety on the road because of his inexperience. She had seen the new driver signs in other places and thought it would make a good law. The theory is the same as the student driver sign, to alert the other drivers as to the status of the person behind the wheel so that they can make the necessary adjustments for the new or student driver. The bill passed the House, but eventually it stalled in the Senate. However, just recently in the spring of 2010, the State of New Jersey has passed Kyleigh's law, named for a New Jersey resident that was killed in a car accident by a new driver. This law, which became effective May 1, 2010, requires all drivers under the age of 21 to have a red reflective decal on their license plates, which signals to other drivers that they are new drivers.
