Earlier this evening, a trial judge for the Sangamon County Circuit Court entered a stay order that ends the self-insured contracts. At this point in time, there are no self-insured open access plans available for state employees and retirees to choose as their insurance provider during the current open enrollment period. HealthLink OAP and PersonalCare OAP are no longer options for insurance coverage after June 30th. The only enrollment options this ruling leaves as available are CIGNA (or Teacher's Choice), HMO Illinois and BlueAdvantage HMO. This is not a final ruling.
